The president of the Senate excluded the bill authorising casinos and gambling from the legislative agenda

(Brasilia).- The president of the Senate, Davi Alcolumbre, has removed the bill authorising the operation of casinos and bingos in Brazil, legalising gambling and regulating betting on horse races (PL 2.234/2022) from yesterday´s voting agenda.

Davi justified this decision due to the low quorum in the Plenary, the division of opinions among senators and the requests for postponement made by party leaders.

“There is certainly division in the Senate on this issue. In view of the quorum of 56 senators, in view of the great disagreement on this issue and the requests from senators who would like to be present at the vote, this presidency will ex officio withdraw this item”, said the President of the House during the opening of the plenary session.

The bill puts an end to a ban that has existed for almost 80 years: a 1946 law prohibited the exploitation of games of chance throughout the country. The bill also repeals parts of the Criminal Offences Act, which establishes punishments for these practices.

The text provides for the release of the following modalities:

casino games;
bingo games;
videobingo games;
jogo do bicho;
betting on horse races (turfe).

Senator Eduardo Girão (Novo-CE) celebrated the removal of the bill from the agenda and argued in favour of referring the text to three committees.

"I'd like the bill to be referred to three committees and, on the day it comes to plenary, for a roll-call vote. The population is worried," he said.
